Biography
Caryn L. Hines

Administrative Law Judge
 

Prior to her appointment to the Office of Administrative Hearings (OAH) in 2008, Judge Hines served as a Board Member of the Montgomery County Board of Appeals in Maryland.  Judge Hines also has many years of experience in intellectual property, business transactions, negotiations, contracts, grants and international trade.  Her experience includes tenure as a trademark examining attorney in the US Patent and Trademark Office and an attorney-advisor in the Office of the General Counsel of the US Trade and Development Agency.  She was awarded a Congressional Fellowship in 2004 and served as a trade fellow in the trade subcommittee of the Ways and Means Committee. 

 

Judge Hines received a Bachelor of Arts degree, cum laude from Fisk University, and she earned her law degree from Case Western Reserve University School of Law.  Judge Hines also is an adjunct faculty member at Trinity University where she teaches in the area of non-profit organizational management.
