Robert E. Sharkey
Administrative Law Judge
 

Robert E. Sharkey has been an Administrative Law Judge with the District of Columbia Office of Administrative Hearings (“OAH”) since its inception in March 2004. Judge Sharkey served as a Judge with OAH’s predecessor, the District of Columbia Office of Adjudication and Hearings, from February 2002. 

From 1968 to 2002, Judge Sharkey practiced law with a Baltimore, MD law firm, as an associate and from 1974 as a partner, with a practice concentration in civil litigation at the trial and appellate court levels.  He was chairman of the law firm’s Ethics Committee and its Pro Bono Coordinator. Before joining the law firm, he was Law Clerk to the Honorable Edward S. Northrop, Chief Judge of the United States District Court for Maryland.

Judge Sharkey is a member of the Bars of the District of Columbia and the State of Maryland.  He is also admitted to practice before the Supreme Court of the United States, the United States Courts of Appeals for the Second, Fourth, District of Columbia and Federal Circuits, and the United States District Courts for Maryland and the District of Columbia.  He is a member of:  the American Bar Association (“ABA”) and the ABA’s National Conference of Administrative Law Judges (“NCALJ”), and was chairman of the NCALJ Education Committee (2002-2004); the Maryland State Bar Association (“MSBA”), and served on its Standing Committee on Ethics (1987-2002), and was its chairman (1993-1994); the Federal Bar Association (Judge Moot Court Competition, 2003-2007); the Federal Circuit Bar Association; the District of Columbia Bar Association; and the Bar Association of Baltimore City, and served on its Committee on Professional Ethics (1984-1986), and was its chairman (1985-1986).  He is a member of the National Association of Administrative Judiciary (“NAALJ”), and was chairman of its ALJ Training Initiatives Subcommittee, a member of its ADR Resource Committee, and has served on the Public Education Outreach Subcommittee.  He helped form the Maryland and District of Columbia Association of Administrative Adjudicators, the NAALJ affiliate for Maryland and the District of Columbia, and has served as its president (2004-2005). 

He is an alumnus of the National Judicial College, Reno, NV, and is a certified mediator.  Judge Sharkey received his Juris Doctor from The Georgetown University Law Center in 1967, and his Bachelor of Arts in Economics and Classics from Georgetown University in 1964.
