Biography
E. Savannah Little
Administrative Law Judge
 

E. Savannah Little is a native Washingtonian who matriculated through the District of Columbia Public Schools. Judge Little’s legal experience spans more than 25 years, 20 of them dedicated to public service as an employee who performed in various legal positions for the District of Columbia government. She served as committee clerk to two councilmembers and Assistant General Counsel to the Council for the District of Columbia. Judge Little has served on a number boards and committees responsible for several major projects and their positive impact on the economic growth and progress of the District. As an ex-officio board member of the Washington Convention Center and the Washington Convention and Visitor’s Association, she assisted in the development of the legislation and negotiations for the construction of the new convention center and Verizon Center. During her tenure with the Committee on Economic Development for the city council, she was instrumental in negotiating community reinvestment agreements with merger banks. 

 

Judge Little became an Administrative Law Judge in 1996 and in September 1999, she was appointed Chief of the Office of Adjudication for the Department of Consumer and Regulatory Affairs. She served in that capacity until September 2004 when she was appointed as an Administrative Law Judge to the Office of Administrative Hearings.

 

Judge Little is an honors graduate from Bowie State University and cum laude graduate of the Howard University School of Law. In 1997, she was awarded a certificate in public management from the Center for Excellence in Municipal Management, a joint program of the District of Columbia and the George Washington University; in August 2004 she received a certificate in Judicial Development for Administrative Adjudication Skills from the National Judicial College in Reno, Nevada. She is admitted to practice before the United States Tax Court and is a member of the District of Columbia Bar. Judge Little currently is a member of the Judicial Council of the Washington Bar Association and the National Association of Administrative Law Judges. In addition, she serves as a board member of the Maryland and District of Columbia Association of Administrative Law Judges.
