William L. England, Jr.
Administrative Law Judge
William L. England, Jr. began serving as an Administrative Law Judge for the District of Columbia Office of Administrative Hearings on August 9, 2004. From March 1, 1995 to July 30, 2004, Judge England served as an Administrative Law Judge for the Maryland Office of Administrative Hearings.
From September 1986 through February 1995, Judge England was a partner in the full-service law firm of Brooks & England in Washington, DC, engaged in the general practice of law.
William L. England, Jr. earned his undergraduate degree from Tuskegee University where, upon graduation, he received a commission as a Second Lieutenant through the Army Reserve Officers Training Corps. He served on active duty in the US Army for 20 years, including two tours of duty in Vietnam, with the First Cavalry Division (Airmobile), and with Headquarters, Military Assistance Command, Vietnam. Other duty assignments included the United States Military Academy, West Point, New York, as an admissions officer, and Headquarters, Department of the Army, Washington, DC, as a staff officer. He attained the rank of Lieutenant Colonel.
Judge England has been a member of the bar since 1979. He earned his Juris Doctor from the Georgetown University Law Center and earned a graduate law degree in government procurement law from the George Washington University National Law Center.
